A graduate of the University of Florida in 1976 and recipient of his juris doctorate degree in 1978, Mr. Hartman has been a member of the Florida Bar since 1979 and admitted to practice in all of the Florida Courts, as well as the United States District Courts for the Southern Division of Florida, and United States Eleventh Circuit Court of Appeal. Mr. Hartman is AV rated by Martindale-Hubbell, the leading peer review rating system in the legal community, and has been listed in "Who's Who" and "Who's Who in Executives and Business."

Mr. Hartman has served as President of the South Broward Bar Association, the Hollywood Hills Homeowners Association, and the Davie-Cooper City Chamber of Commerce, for which he currently serves as its General Counsel. He has also served on the Board of Directors of Hollywood Hills Baseball and Temple Solel of Hollywood, and currently serves on the Board of Rotary Club of Davie-Cooper City. He has also served the City of Hollywood as a Member of the Recreation and Parks Advisory Board and the Planning and Zoning Case Review Committee, and has served on the Cooper City Planning and Zoning and Charter Review Boards. He has also served as a volunteer Guardian ad Litem for unrepresented children involved in custody or visitation disputes.
